During the procedure, the Firm follows the client in all phases of the tender (providing legal opinions and assistance in the drafting of the calls, as well as other acts of public tender procedures) and in the subsequent stages involving the stipulation of contracts and their execution (providing legal advice in the drafting of contractual variants, reserves, additional deeds, loan agreements, etc.). In the case of litigation, the Firm offers assistance for the conclusion of amicable agreements and before the Administrative Justice Courts, as well as in disputes concerning the interpretation, validity and execution of public contracts before the Civil Judge, Arbitration Boards or Technical Advisory Boards. Our lawyers have also gained qualified experience in project financing.

Energy Law is one of our main areas of expertise, honed by many years of practice with a particular focus on Renewable Energy Law. The Firm boasts well-established experience in European Union Law, with particular reference to the fields of structural funds and other instruments of cohesion, of competition and liberalisation (e.g. energy, procurement, communications, transportation). Our professionals offer assistance regarding procedures and reports before Italian Institutions, the European Commission and its offices and in subsequent judgments before the EU General Court, the Court of Justice of the European Union and the European Court of Human Rights.

Highly specialised in the fields of town planning and construction, the Firm offers assistance to public and private entities regarding approval procedures for urban plans (general and detailed) and those leading to construction authorisations and in any subsequent litigation phase. Furthermore, the Firm is able to assist clients in appealing judgments of repressive measures regarding illegal constructions and in the expropriation sector. In particular, the Firm provides legal advice to public entities in the management of expropriation procedures and assistance to private entities in the possible phase of voluntary transfer of the areas or in the judgments determining compensation for expropriation or restitution of the expropriated areas.

Our professionals have qualified experience in the field of public services and their forms of organisation. We can thus offer assistance to public companies during the phase of establishment, that of qualification as bodies governed by public law and during the executive phase, offering consultancy on the application of national and EU legislation to public evidence procedures. Furthermore, the Firm also makes its experience available to private individuals in identifying the relevant tariff regimes and public service obligations and ensures assistance in any dispute that may arise with said public companies.

The Firm has well-established expertise in this field, both with reference to environmental authorisation procedures, such as AIA and VIA, and with reference to waste and the remediation of polluted sites. The Firm also deals with the management of projects financed with EU funds, aimed at improving emissions from industrial sites. The Firm also carries out judicial assistance both in disputes aimed at obtaining the cancellation of the authorising measures and for compensation for environmental damage.

The Firm offers assistance to companies that are currently concessionaires and to those interested in participating in calls for tenders for the award of maritime, lakeside and riverside state-owned concessions for touristic, recreational and sporting purposes. Consultancy activity is aimed at providing full support, from presentation of the tender to all stages of the procedure, including the signing of the concession contract, up to the negotiation stage and stipulation of ancillary contracts (such as financing agreements and/or contracts with suppliers and contractors).

The Firm assists those excluded from competition procedures in disputes concerning the approval of competition rankings before the Administrative Judge and public employees in disputes relating to employment claims against the Public Administration.

The firm has developed qualified experience in the field of transportation law, with special emphasis on the subject of tariff regimes of highway concessions. The firm is also able to provide out-of-court advice through the drafting of contracts and reasoned opinions, as well as assistance both before the regulatory authorities of the sector and in court before every Italian, European and international court.
